Brand new never used. This is a graphite finished 80th anniversary titanium series Ratchet from Craftsman. The graphite finish is rare in itself, but the 80 year anniversary special edition is even more rare. These ratchets were part of a limited series in 2007 and were part of the titanium finished tool Craftsman offered - see last picture for catalog screenshot. The blue titanium ratchets are much more common - these graphite finish, let alone 80th anniversary year, do not appear often.
